Paint program has no text toolbar

When you go to insert some text into your paint file the Text Toolbar
appears.
If you then close the Text Toolbar (click the red X) but you are still in
text insert mode you will find the option no longer grey and clicking it
will put the check mark back and also bring back up the Text Toolbar.
