For the past few months when I start paint I get a message popping up saying
that there is not enough memory or resources to complete operation. It won't
let me do anything and when you go to close it. it says it's not responding
and takes more than an hour to close. Can anyone help me please

A few months???

Have a look here:
Err Msg: MSPAINT Caused an Invalid Page Fault... [Q185501]
http://support.microsoft.com/?kbid=185501
I have found that 95% of problems with MSPaint are fixed by this
reference:

To resolve this problem, use registry editor to delete the following
registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Current
Version\Applets\Paint

This registry key is rebuilt the next time you start Paint.

In XP, there is no space in the "Current Version" part, but that
shouldn't have thrown you.
Start-Run-Regedit
Click on the + beside HKEY_CURRENT_USER
Click on the + beside Software
Click on the + beside Microsoft
Click on the + beside Windows
Click on the + beside CurrentVersion
Click on the + beside Applets
Click on Paint

That is what "locate and click the following registry key" means:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Applets\Paint
