Paging File Size

When you right click on my computer go to properties click on the "Advanced
Tab" and then click on the "Performance Options" button the "Total Paging"
size reads 20 MB. After you click on the "Change" button the values entered
for the "MAX" and "MIN" are at 960 MB. Why are these amounts different?

The space available is 2293 MB so it should be able to handle a paging file
of 960 MB. Also I have 650 MB of RAM and I am running WINDOWS 2000 SP 2.

This has also caused an error message that reads "The system is low on
virtual memory and windows is building a temporary virual memory file".

Give System full control to the root of the C drive and the Windows
directory. I expect that someone removed Everyone from the root of C.
