pages not loading completely

I have a corporate user whose IE6, running Win 2000, will not load any page
completely (the progress bar in the lower right will complete about 90% or
so), but then finally complete if you wait about 2 or 3 minutes. We are
behind a firewall and use a proxy server, however, this occurs with pages
inside our intranet, as well as internet sites. It will be working fine one
day, the next, it will start acting in this fashion for every page you try to
go to. We will get it working by various methods (redoing the proxy server
connection, reloading IE, changing the startup of Windows, did a spyware
check and deleted a few things, run a virus check) but eventually the problem
comes back. There doesn't seem to be a consistant timeframe for when it will
come back, and not all the methods listed above work every time.
As an even more interesting twist, this happens only under his profile, and
recreating his profile does not fix the problem. Any other person that logs
in does not see this problem. We have also tried reinstalling IE, but that
doesn't do any good either.
Anyone have any ideas what might keep bringing this back??
 
First thing to do would be to totally delete the History and Temporary
Internet Files folders for that user profile:

Also check the cache setting under Tools...Internet Options...General tab,
Settings, and set it to something other than Never or Automatic.
 
thank you for the ideas!! Creating a new profile should have taken care of
the first one though, right?
I'll double check the second one, but I think we actually have that set to
check for updates every time...
