Pages Hang When Loading & Cannot Download

Previously acessible sites now hang when loading and stop loading. When
trying to download files like to update my anti-virus program it either won't
start at all or stops while trying to access the file. I have this happen in
IE6 and Mozilla's Firefox so I'm not sure if I'm posting this to the correct
area. I run Windows XP SP2. And yes I do have an internet connection because
I can still access my email, etc. This is something that has happened all of
a sudden and I'm stumped.
 
Will someone PLEASE respond to this post? I'm about ready to reformat the
computer to fix this problem because nothing I've tried as far as firewalls,
etc. has worked!

First:

Safely Delete the Temporary Internet Files

then......

Click on 'Tools' at the top of this Internet Explorer page.
Click on Internet Options. From there, click on the Security Tab, second
from the left. Now, click on Custom Level. You should see a list of
settings. Scroll down the list until you find the 'Download' settings

Now, the first setting is 'Automatic prompting for file downloads'. If
this setting is disabled, Internet Explorer will automatically REFUSE any
download. Change this setting to 'Enable'. Also, make sure the setting
below, File download is set for 'Enable'. Now, click OK
It is Important that you click 'Apply' at the bottom of the previous page.
Once you've clicked apply, then click ok. You should now be able to
download files."

It was disabled so I enabled it. Still having problems loading pages and my
connection seeming to stop working. I looked through everything and found
that i had New.net on my pc, removed it and am still having problems. I tried
everything I can think of to reset my winsock settings and am still having
difficulties with pages hanging.

First eliminate any scumware.
CAUTION!!!!! Before you try to remove spyware using any of these programs ,
download a copy of LSPFIX from any of the following sites:

(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function

I run Ad-Aware and Spybot S & D regularly on my pc but it wasn't until today
that I learned how to properly remove New.net from the pc. I downloaded and
used LSPFix and Winsockfix with no success. LSPFix doesn't show anything in
the Remove area and when I click finish everything comes up as 0. Winsockfix
said there was a problem and that it was fixed but I am still having the same
issues.
