Page will not display when trying to download from any site.

I have xp pro and sp2 but I am having issues with downloading from any site
or scan check from any other source. I have check the yahoo browser,and it is
okay.I have check tools and set default down to low,and pop-up blocker is
off. I am out of ideas. I am new at this type of problem, so any easy help
would be great.
