Page Up/Page Down Key not working

My Page up and Page down keys do not work (neither do my
volume keys). I have recently formatted my harddrive ...
is that the problem? Do I have to re-install drivers? ANd
which ones? I'm using Windows XP

Have you clicked within the window that you want to use these keys with?
(neither do my volume keys).

If this is a multimedia keyboard, you may have to install the software as
well as the drivers to have the extra keys work as expected.

If your keyboard uses software in addition to drivers, then yes - this
could explain the problem. If your keyboard came with your computer and if
Windows XP was preinstalled, there is probably another CD (or menu
selection in the Restore/Recovery program from the manufacturer) that
installs these extras. Check your system manual for details.
