page text not lining up

Word 2002:

Is there a reason why the top line of text in odd pages would not line up
with the top of the text on even pages even though the headers are the same
size and the page setup is the same? (Different odd and even headers is
selected as well as Different first page).

I suppose I could manually add a blank line to push the higher text down but
I wonder what the underlying cause might be.

Any suggestions?

There has to be something 'hidden' in the odd header as I guess that you
have checked that all margins and paragraph settings are correctly set up
correctly. Turn on the ShowAll command to make sure that all characters are
displayed. Examine the Odd Headers again. Zoom in quite large as very often
it may be an errant empty text box that is miniscule in standard view.
 
Most likely you've already got a blank line in one of the headers. This is a
longstanding issue in Word that I find extremely annoying. If you copy text
from one header and paste it into another, no matter how carefully you
select the text *without* the paragraph mark and paste over the existing
paragraph mark, you will still get an extra empty paragraph. Display
nonprinting characters and you'll probably see that this is the problem.

You have your header margin set the same as your top margin (both at 1.5").
You have an empty paragraph in the Even Page Header. I find that if I open
that header, then there is suddenly an empty paragraph in the Odd Page
Header as well, and when I close the header, both vanish. I suggest that if
you change the header margin to something reasonable (such as the default
0.5"), you will eliminate the problem for sure. If you're not going to have
a header, it doesn't matter what the header margin is, and if you are going
to have a header, then you need to have it separated from the body text,
anyway, so the header margin needs to be smaller than the top margin.

Additionally, FWIW, you have an empty paragraph in the Odd Page Footer that
it pushing the footer text up. Although your footer margin (1.1") is smaller
than the bottom margin (1.5"), you've used up some of the slack with this
empty paragraph.

I know about the footer but just could not figure out the header problem.
