Page Templating in ASP.NET

Can someone give me the Reader Digest's version of Page Templating in
ASP.NET.

I've used page templating very successfully with ASP/COM/VB6 via this
approach

am not know sure how it applies to WebForms.

I recommend you use Master Page pattern I described in my post at:
http://ipattern.com/simpleblog/PermLink.aspx?entryid=22

You also can use Controller Pattern implementation on Page, Handler level.
