Page Scrolling in Windows

This is a strange one and only happened in the past week or so.

When working in Windows with a pane open (either IE, OE, Word, Excel, etc),
when I try to scroll down one page at a time, it actually scrolls MORE than
one page. I have not made exact measurements but it appears to scroll about
two pages. This happens if I either press the Page Dn button or click the
cursor on the scroll bar (halfway between the slider and bottom downarrow).

I am running a Dell 8500 laptop with a screen resolution of 1680x1050.

Any clues?

This is a known problem with one of the latest Security Patches for
the IE.
