Be glad that your hosts file, or other security software is blocking them !
....if those "parts" are ads. for example
If parts of the "page" are parts that you need to see, you could right-click
on them and take a peek at its' properties, to determine if that part is
coming in from a URL different to that in your browser address slot / for
the page you're viewing. In which case you might (also?) add that address
to your Trusted Sites Zone if you trust it.
"Navigate sub frames across different domains" option in the Trusted Sites
Zone, if unchecked, could stop some content appearing in a web page, (whose
address is in your Trusted Sites List). ...you could "check" this option
but, this is not really
advisable !

www.hotmail.com - several URL's have to be added to ones Trusted sites
zone to get this horror to load properly, in a relatively "high" security PC
software environment.
