I am creating a cd using frontpage. I want to have a disclaimer page that
the owner of the CD will have to accept the release/disclaimer upon starting
the CD. How is this accomplished?

the CD will show video clips of techniques taught in a medical course and I
want a basic disclaimer stating the use and application along with a waiver
of liability

You need to post this in a news group related to the operating system.
It can be done, but not using FrontPage.
You need to create an executable file that prompts the user and then ejects the cd if they don't agree,
or opens a folder / directory on the CD if they do agree

It depends on if the user is running the CD under Windows or MAC, etc.
