Page Footer

For some reason, I have one report (of many) where my Page Footer information
doesn't sit at the bottom of my report; rather, it sits immediately after the
Report Footer section (which, depending upon the amount of data being
displayed could be only a few inches from the top.) Any ideas?

This sounds like you actually have a report or group footer, not a page footer.
