page cannot be displayed

Hi! Can somebody please help me with this? I've been
experiencing ths for over a couple of months
now.Everytime I tried to access a secure website like my
bank accounts ,etc. My computer always says "The page
cannot be Displayed".I did adjusted my internet security
settings to the lowest but it didn't help me. Thanks!

This may or may not be helpful.


If you go to start run type in regedit and hit enter: Check the following value.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FIPSAlgorithmPolicy
If this is a 1 set it to 0. This setting ensures that the TLS/SSL security is using fips comliant algorithms for encryption, hashing and signing.

I have yet to see a site that you can connect to with this setting enabled, they all show page cannot be displayed, at 1.
