page cannot be displayed, java enabled browser and random menu bar!

everytime i try to view any type of website it won't
load, not certain webistes, any - i have been told i need
to change my settings but this won't work, and i also
don't really know what i'm doing with it anyway. i have
tried to install it off this website though...
how do i get a java enabled browser? because i also can't
get onto anything by java.
and i have a menu search bar, which i have tried to
delete and it won't go, have tried to take it off, and it
only goes for 5 mins!
i would appreciate any help, thanks.

Get rid of the unwanted toolbar.

There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
