i continue to receive frequent "page can not be displayed"
error messages after logging off isp, which indicates (to
me) that IE is still running. i have tried turning it off
manually with ctl+alt+del, but it does no good. this is
extremely annoying when i am trying to do other work.

This might be an ad-ware parasite trying to feed itself with Ads

Visit these links and see if anything helps... the first one is an
explanation of some settings you can make that render it more difficult for
such parasites to sneak in without warning you. They will not affect
functionality too much. The other links are to a couple of utilities that
make removal easier for you but please allow yourself some time to read the
details and after the first "Run" think carefully before removal... some
software stops working if you remove the accompanying Parasite(s). Worth a
bit of time to get to know what we're all dealing with more and more these
days... damned nuisance but that's life.
