There are normally only two ways a web browser like Internet Explorer is
involved in email. Neither normally fills the subject or message pane
automatically.
1: A web page has a link programed to open your computer's default web
client with the "To:" and "From" fields filled in. With the default
Windows installation the default mail client is Outlook Express.
Installing Microsoft Office offers the option to make Outlook the
default email client, leaving Outlook Express as the default news
client. The user normally has to type into the "Subject:" and message
fields OR paste material into them from the clipboard.
2: A web site operates a web based email service. Many have on-line
"address books" that can help fill the "To:" "cc:" and "bcc:" fields.
These on-line address books don't normally have access to Outlook's
contact list. Most leave the message and subject fields for the user to
type or paste into. These are offered for the convenience of users who
need to access an email account from a public terminal like those in web
cafes, airports, hotels or public libraries. Neither Outlook Express OR
Outlook get involved in that process.
