Package a oldb Connection?

Hello,
Is it possible to package a oledb data provider? I need to be able to
access an iSeries machine, but the server that the program is being installed
on does not have the ibmda400 provider. The easy way would be to install
client express, but unfortunatly that can not happen. Any ideas?
