Is there a way to distribute a DB on a CD so that anybody
can run reports from the CD, even if they don't have MS
Access?

To do so you must purchase the appropriate version of the Office
Developers Edition. This lets you create a package containing the
database plus a "runtime" version of the Access executable, which can
be distributed royalty-free.

To clarify, though: this doesn't mean they can simply run reports from
the CD. The runtime package must be installed from the CD to the user's
PC.
