Just picked up this mb this afternoon. With only video card, CPU and ram
installed, I get nothing no beeps, no video etc. The green light inside the
case comes on. I have tried five video cards (PCI and AGP) and a couple of
different brands of ram, all of which worked in other systems.
My CPU is an older 1.6GHz Celeron (used because I had it on hand from
upgrading a prior system). The specs state that Celeron's work in this
motherboard, but maybe mine is too old/slow. Does anyone know if this CPU is
supposed to work in this motherboard? Also, I have only the power connector
hooked up inside the case. I assume that this is the only essential inside
cable, and it does cause the power supply fan and CPU fan to start when I
press it. Are any of the other cables essential? I doubt it, but thought I'd
ask just to cover all bases.
(One more thing...I have not touched any jumpers, except for clearing CMOS
once.)

I tried to find info on a 1.6GHz Celeron on the Intel site:

but when I select Celeron, there is no 1.6GHz selection listed. Perhaps
you can enter the SSPEC five character code from the processor into
the search engine on that site, to get more info about the processor.
When I looked here, a 1.6GHz Celeron isn't listed either:

There are a number of "voltage regulator module" or VRM specs that
Intel has issued. I have a small collection of docs on this, and
might be missing one or two, but for example VRM 9.0 says voltages
from 1.1 to 1.85 volts are supported, while VRM_down 10.0 spec says
voltages 0.8375 to 1.6 volts are supported. Older 0.18 micron parts
use 1.75 volts for their cores, while newer ones are centered around
1.5 volts or less.

It is hard to see in the motherboard manual, what brand of voltage
regulator chip is being used on the P4C800-e. The P4P800 Deluxe and
the P4C800, as far as I can tell, uses a
www.analog.com ADP3180
2/3/4 phase Vcore regulator and three ADP3418 MOSFET drivers, and
it only does the 0.8375 to 1.6 volt range. Unless the design was
modified somehow, or one of the other Analog Devices parts is being
used, that would mean a 1.75 volt processor wouldn't work on a board
using the ADP3180. (The VID code would request 0.975 volts or so.)
To check the part number, the Vcore regulator is a black chip half
hidden underneath the processor mounting bracket, just below the
upper left hand corner of the bracket. You can go to analog.com and
look up the ADPxxxx number to see what range of voltages your board
supports. Download the datasheet for the part and check the values
listed in the VID table for the regulator.
That is how I'd figure it out -
