There is a green LED lit between 2 PCI slots, but I'm certain this is a good
thing just indicating power is applyed to the board, checked with a spare
psu
anyway which does work in another machine, but has same reults with this
board.

The red LED near the memory is not lit, so theres no conflict there, no beep
codes either, just doesn't power up.

Many thanks in advance

Number of things could be wrong.
1. You could have a bum front panel power switch or connection. Try
using a small screw driver tip to short out the front panel power
switch connection on the motherboard.
2. Motherboard could be bad or in a funky state. Clearing CMOS solved
this problem on a mobo once.
3. Related to mobo in a funky state, you can try to start the machine
by shorting the proper contacts directly on the power supply start-up
lines at the mobo connector. I've had this kick a mobo into
sensibility once. Best to know what you are doing when attempting this
technique.
