I am a stand=alone home computer, cable internet. I keep
having this incredibly annoying pop-up window: p2p
networking (in the blue strip up top) and :can't start
server" in the actual window. I am not networked, nor no
I want to be. There is one other user on my computer,
and he had administration priviledges. This message only
started today, when I added his account. How do I make
this go away?

Solution 1:

Uninstall any P2P software from your system. For ex like Kazaa or Morpheus.
(Recommended)

Solution 2:

Start the P2P server. under preferences look for "start server (P2P) at
startup or system startup"

Soltuion 3:

1. CLick Start
2. Click Run
3. Type msconfig
4. Select Startup | Click Disable All
5. Click Apply and restart.

Solution 4:

Download autoruns from the URL given below:

http://www.sofotex.com/cgi-bin/ls/page.cgi?page=download&link=8882

Run it and remove the P2P server from startup.
