Ownership of Folders

At present the owner of certain folders is the Enterprise
administrator.

I want to make specific users owners of specific folders,
but the only options I have are The Domain/administrators
group and this same Enterprise Administrator.

How can I make a normal user the owner of a folder?

Another one is the Open Source SetACL http://setacl.sourceforge.net/

Thank you. I have been all over the internet looking for
this solution. That was exactly the utility I needed.
