I had to reinstall windows and all my info is "hopefully" covered by
owner which I can not access. How do I access this. Thanks in
advance.

Exactly what does that mean? How did you do it?

If you did a clean reinstallation, or restored from your vendor's
restore CD, *everything* that used to be on the drive is gone.
