You can't, really.vvWith second-hand computers, especially if acquired
from strangers but perhaps even if acquired from a family member or
friend, your wisest course of action would definitely be to format the
hard drives and start fresh. You don't want to get in trouble because
the original owner may have filled the hard drive with kiddie porn, or
have problems because the original owner downloaded/installed viruses or
other malware.

.... good deal but no docs or software.

Then it wasn't really a "good deal." If you didn't get the media from
which to perform a clean installation of the OS and all of the
applications, you were "ripped off," no matter how little you paid.

Agreed.

So where does that leave us with big OEMs that don't ship installation
media even with new PCs, and MS's policy that OEMs ship MS Office 2007
as an "air box" with no installation disks?

Where's the "Genuine Advantage" in that?

That is literally the million dollar question. They have to be saving
millions of dollars to justify not providing a disk to paying
customers.
