is it possible to set an id to Power user instead of administrator or
limited user in xp home?
if so, how?

No.

Power user does not exist. Nor do I personally think it ever should. *grin*
 
ordinarily I would use a limited user account except when I have to evaluate
an application that can not be installed as limited user. Power user is
supposedly able to install an application (esp some legacy type)
without affecting other user in theory for xp Pro. I guess this does not
apply

That is not technically correct. It is possible to set a user to be a power
user. However, in XP home, it doesn't actually make any difference.
