OWA Page does not display properly in Browser

When browsing to OWA from outside, after logging in the page does not display properly, graphics are jumbled and only heading text is displayed. We are using Exchange 2003 on Windows 2003 SBS.
We also have a Netgear FVS318 VPN firewall installed.
 
Ask in an Exchange newsgroup. OWA is part of Exchange not Outlook
