Probably the only way for a user to unlock and logout a user
who has their
terminal locked is to make them a local administrator. This
obviously gives
them more control over the local machine.
You can then set the screen saver timeout and lock via group
policy.

I have a client that wants to protect access to a machine.
They do not want to use a generic login ID either.
They want a screensaver to lockout the current user. But allow
others to unlock it and login as their ID.
