I have a user that needs to set his password with less
charachters than are defined in my Domain security policy.
How do I override the policy for a single user so he can
set his PW to what it needs to be?

You can't with Win 2k. One password policy per domain.
Differing password policy requirements is one reason MS suggests setting up
separate domains.
I'm not suggesting you set up a domain just for this user, just pointing out
how MS decided to limit this feature and their workaround.

That is an odd request, but it is not possible for a domain user to have a different
password policy than the rest of the users in the domain. The policy configured at
the domain level can not be overridden for domain users the way that other Group
Policy configuration can be. -- Steve

What's your business requirement for such an exception? The whole point of
keeping this control at the domain level is so that you can know your policy
is the same for every user in the domain, thus not allowing one domain
member to have a weaker password and possibly put the entire domain at risk.
