Overlaying clips possible?

Hello.
I want to be able to display a picture in my videos digitally without losing
the video in the original clip. I create a public access tv shows on real
estate in my area and I want to be able to edit the videos on my desktop.
I use graphs about the region and I want to display them but not lose the
audio of the clips when I am talking about the graphs. Is this PIP?

You can do this with Apple software but I use Vista at home and I need to do
this with Movie Maker.
