On my nieces computer (w/windows xp pre-installed) at the
bottom of the screne where the start icon should be is
now "outside the box." By that I mean it is literaly
outside the frame of the computer. To get to the start
button you have to use the buttons on the video screen to
move it over to be able to use the start icon or anything
located on the left side of the screen, you have to adjust
it again to look at anything that is located on the right
side of the screen. What can I do to fix it? Should I
take it back to where it was purchased or try some
onling "help" that I can't seem to find?

One of two possibilities. First, you need to use the controls on the
monitor to adjust the screen so things are not as you say. On the other
hand, if it also appears that what you are viewing is quite large, you may
need to adjust the screen resolution as follows:
Open Control Panel, open Display, go to the Settings tab and move the slider
to the left, that will set a higher screen resolution making everything
smaller. That said, if the slider shows a resolution higher than 800x600,
this issue can only be addressed with your monitor controls, you just need
to use those controls to set the desktop display so it fits your monitor
screen and those controls are on the monitor.

If resolution is less than 800x600 and won't go any higher, you need to
reinstall the drivers for your graphics card, something that should have
been properly set at the factory. Nonetheless, they have either given you a
driver disk or a recovery disk. In this case if you are unsure how to
proceed, you need to call the computer manufacturer's tech support though,
as I said, this should have been properly set at the factory.
