Outook 2007 Picture Block

I have this odd situation. I am using exchange 2007. The picture block is
enable. Yet, I am getting this spam with discusting pictures. How did this
end up happening?

Thanks in advance
 
many spammers send the pictures as attachments, the block is for downloaded
content with is referenced using html tags.
