OutlookXP only worked once

Upon upgrading to OfficeXP from Office2000, Outlook picked up mail from the ISP's server the first time it was run. Since then, outgoing mail sits in the out box and no new messages arrive. Using the 'test account settings' in the 'email accounts' section, I found that Outlook complains 'unable to establish network connection'. However, Internet Explorer browses the internet just fine. The ping command returns a proper response from the ISP's pop server. The settings for the mail server were inherited from the upgraded version of Outlook and check against another computer in the same office. So why is one Outlook unable to establish a network connection when the other four computers are? The settings are all the same! I even tried a spare network adapters and it still doesn't work!

As an update, the Outlook in question does send out emails. There was an untitled message stuck in the outbox holding up the works. I deleted it and now sending works

BUT receiving still says 'unable to establish network connection'!!! Even after it successfull sends! Alas, this is the office manager's PC and he's getting irritated with not getting emails. Any suggestions greatly appreciated!
