From where can i get outlookexpress API(if i can) and its documentation, as i
want to develop an application in vb.net 2003.

There is no general API for Outlook Express. The generic WAB APIs apply,
but that's just for the addressbook, and some little bits of OE have been
documented, but generally speaking you can't do anything useful.

Commercially, http://www.nektra.com/ have something that claims to work
with OE, so they may have worked out what's going on.
