OutlookCONTACTS is alphabetized in reverse of ADDRESS BOOK??

When I enter new names into "contacts" (Outlook) , alphabetized by surname,
it reverses the name alphabetizing it by given name
hence, Joe Doe appears under "D" in contacts and under "J" in address book
??
