Outlook2003 Won't Coexist With Eudora 6.1

I am testing Outlook2003's fax capability/compatability
before I move it onto the target PC. The Beta PC already
uses Eudora for the email client for a POP3 account over
LAN. Outlook 2003 loads just fine but it will not pull
down the email. The message I get is 0x8004210E: Your
mailbox is temporarily unavailable because another email
message is being delivered.... It does send the test
message through but will not receive any email. Eudora is
not running as far as I can tell in the Program Manager.

How can I continue with this evaluation on this machine?

I don't believe this is a conflict between Outlook and Eudora because I know
people who use both.
