Outlook2002 memory utilization issue

I have one Windows XP Professional machine that when Outlook 2002 is in use, the memory utilization continues to climb as the user receives, sends, or even changes folder locations, until memory reaches about 111MB, the Outlook freezes. The user must then go to task manager to stop that process. The Office suite has been reinstalled and services pack 3 applied. Has anyone experienced this, or have a solution. The current solution is to minimize Outlook, which reduces memory to around 21MB.
 
Does it also happen when Outlook is in safe mode?
