I had to restore my computer so I did a backup of my hard drive. then when I
went to restore my outlook contacts and emails I am told that the outlook.pst
file is not a personal file folder. I have tried everything and I can't seem
to get my old stuff. an anyone help me

This usually means that the PST is toast and unrecoverable. It apears that
whatever undescribed method you used to back up your PC was flawed and did not
make a reliable backup.

Your best bet is to purchase a commercial PST recovery program.
