Outlook won't send/receive - menu items missing

My send/receive function disappeared this morning, along with the Rules
Wizard on the Tools Menu of Outlook 2002. Also, all my e-mail accounts
were deleted. I was able to recreate the e-mail accounts, but still can't
send. I've tried a system restore to a previous configuration, I've
repaired Office, I've reinstalled Office, I've installed Office 2003, and
now I've reinstalled Windows XP Pro. No change.

When I start up Outlook, the Send/Receive toolbar button appears briefly,
then disappears. It doesn't exist on the customize menu list, so I can't
restore it.

When I write a new message and press Send, the message goes into the outbox.
But if I try to select an e-mail account before I press "Send", I get the
message "Unable to complete the operation. A fatal error has occurred in
Outlook".

I can't find any knowledge base articles or anything to relate to this, so
I'm really stuck.

I called Microsoft and got excellent help from Greg in the Office support
center in Nova Scotia. My problem was fixed by creating a new mail profile.
I was able to import all my previous mail, contacts, etc. The only loss
(other than 2 days of frustration) was that that my mail account settings
were lost and had to be rebuilt.

I've started several other programs that have been installed and running for
quite awhile, and they have popped up with "you need to register this
software" messages. This leads me to conclude that some file equivalent to
the old .pwd file is out there saving settings separately from the registry,
and corruption of that file is at the root of my problem. I'd appreciate
comments if someone knows better.
