Outlook won't install from Office 2003 package

I'm trying to install Office apps Word, excel, PP and
Outlook. I used the ORK to create a MST file
and push it out using the MSI file and Group Policy.
Everything but Outlook installs.
No errors.

Any ideas on why Outlook won't install?

I also found that if Office is uninstalled and the machine
is rebooted. Outlook get installed.
Still need to find out why it won't install the first
time.
