Outlook won't download messages from server

I am trying to get Outlook to download email from my provider, when I can see
the email from a webserver, I then download it through Outlook 2003 and
nothing coms through. I have deleted my address accounts and reinstalled them
thinking some thing was wrong and still nothing. The test accounts setting
works, and since I have reistalled all of my software from a hard drive crash
I am persented with this delemma by the way I can send email no problem
it just doesn't retrive email's from the server
