outlook window stays on top

I have recently installed Outlook 2003. When I receive an email containing a
URL, I click the URL and the web browser opens the page, but Outlook
stubbornly remains maximized, obscuring the browser. How can I persuade
Outlook to minimize automatically when I call up a URL from an email? I'm
sure Outlook 2000 did this, so why not 2003?
 
Outlook shouldn't minimize - but the browser should come up on top of
Outlook, unless you keep working in outlook so that it retains focus.

Thanks for replying. I've just tried three different URLs from the same email
in my Inbox, with results as follows:
(1) The first page loaded into the browser and the browser was on top, as
you say it should be, and I then closed the browser window and returned to
Outlook. This is a great success, because it has NEVER happened before.
(2) When I tried the second URL, I was back with the same old problem again
-- the page loaded in the browser, but the browser was underneath Outlook so
I had to click in the taskbar to bring it to the top -- that is, I had to
click not once but twice. I paused for a long time at each stage to give it
every chance to work, but it didn't.
(3) I closed the browser again before trying the third URL, with the same
result as in (2) above.
I suppose it doesn't really matter, but it's very, very irritating!
