Outlook will receive but not send external emails

This problem only happened today and up until now Outlook 2003 has
been working fine. The mail server is provided by
the ISP. They insist everything is fine on their end which is probably
correct as the webmail version is working fine.

It has happened on another machine as well but i am guessing it has
more to do with email setting instead.

So this is the problem.


1. It will send and receive on the local network

2. It performs a send/receive and says it has completed but emails are
still stuck in the outbox,

Nothing has changed on the network as far as I know. Any thoughts or
suggestions would be appreciated.
 
What kind of setup are we talking about and what exactly is failing?
What mail account type are you using?
What is "local network" in your context?

It's a POP 3 account. Settings appear to be OK as Outlook test mail
works.
No emails have been sent outside that domain today eg mydomain.com
Emails will send and receive within that domain
It does suggest something has happened but nothing that I can see.
 
I am having similar problems with Outlook 2003. My send and receive never
gets past send as the items that were not sent I deleted. However even though
the outbox is empty. The system is trying to send 6 emails.
I followed the advice on the microsoft site and created a second Outlook
identity but the problem is still there. Now I need to erase the second
identity which is obsolete.
I think my problems are the same as "In the dark"

My problem is now fixed. It turned out to be the ISP which is also the
telecom company who owns the line. As always they denied everything.
 
Check your address book to make sure that the email addresses are complete. I
found out today that my messages were not being sent because I was using the
shortcut of clicking the To in the message which normally brings up the
address book names. I found out later when I looked in my address book that
the persons name was the only thing listed the email address was not there.
After I completed each contact's email address with they're name my email
works like its suppose too now. Hope this helps with anyones problem on email
in the outbox.
