Outlook will not send emails

I have OL2000 and thanks to a patch or something, I can
no longer send emails. Have uninstalled, reinstalled,
repaired, updated, new profile, new pst file, new
rules .... to no avail...

I have tried the patches and fixes from the KB, and
either my answer is hidden in the KB, or I am not
searching with the right key words.... I have searched
for "unable to send email" and can find nothing that
answers why I get the response in OL that "No transport
provider was available ...."

Btw, Norton also blew about the same time... and its been
removed as well... I am a former net admin, and
contractor to MS for OL 97 and 98 support, so I am out of
Educated options.

Answered the possibles with ** below... any other
ideas... I have went through this KB article before, alas
to no avail... but thanks for trying... any more ideas?

A damaged Personal folder.
** Completely NEW pst folder
The installation of Microsoft Outlook Express is damaged.
** Updated and reinstalled IE FULLY
Outlook Express has been removed.
** Not removed (see above)
No mail transport service in the mail profile.
** Tried 3 different email providers including base from
host.
Improperly configured mail transport in the mail profile.
** Nope, checked several times and can use same info via
WEB interface w/o problem
A damaged contact within a distribution list.
** New PST with NO contacts
A damaged contact.
** See above
An apostrophe in your computer name.
** PUHLEASE.... not a chance
The mail server is expecting the addresses to be enclosed
in angle (<>) brackets.
** Never used to have to, and addys work fine via web
based email program hosted on domain site
The mail server doesn't recognize your IP address.
** Dynamic IP addys, and never caused a problem...
The POP3 enabled Microsoft Exchange Server you are
connecting to is not properly configured for Secure
Socket Layer (SSL) authentication.
** no MSES used
No Delivery or Address Type for Microsoft Mail Service
** Not using MSMS
