Outlook will not let me attach a file

I have been able to ATTACH files to my Outlook outbound messages for years,
but now, when I Insert a file, it goes into the body of the email and NOT AS
AN ATTACHMENT...does anyone know why or a solution?
I think I have tried every option available...please help!!
