Outlook Web Access

My University netwrok donot allowed us to access free based email (Yahoo,
Hotmail, Gmail, etc). It force us to use our University email system that
only support 50Mb and no other feature.
I am wondering if I can access Ms. Outlook on the Web in Univeristy
computers (public omputers). Of course I will need to forward my email to Ms.
Outlook.
Or if there is any suggestion how to bypass the system to access the
free-based emails?

Outlook is a mail client, not a mail address or a mail server.
 
is the Outlook Web Access url http:// or https:// ?

when you say they don't allow access to free accts, do they block them both
via web access and pop/imap?
