Outlook vs. Outlook Express

My problem is I can't figure out how to have Outlook be
my default email provider over Outlook Express.

Outlook Express came installed on my PC (Dell w/ Windows
ME operating system). I have upgraded the operating
system to Windows XP Home and installed Windows XP Ofice
Pro 2002. I cannot get Outlook to function as the
default email provider. No matter what I try all emails
continue to be received in Outlook Express. If I hit
the "Send/Receive" button in Outlook I get a "Operation
Failed" message. My ISP (cable internet) does not
support Outlook yet I know several other users who are
having no problems with Outlook. I have uninstalled and
reinstalled Office XP Pro several times with the same
results. Can anyone help? Thank you.
 
Go to Control Panel-> Internet Options-> tab Programs to set Outlook as the
default mail program.

Thanks, but I've gone there, done that, many times and it
still does not fix the problem. I can send emails from
Outlook but cannot receive them in other than Express.

I don't have an answer for you, but just so you don't
feel alone I posted this same question yesterday and have
not been able to get any answers myself. I can receive
email through Outlook Express but cannot using Outlook. I
also have already done the Options thing also with no
results. I'm going to post this same question on other
newsgroups hoping for an answer if I get one or if you
get one we could exchange info via email or this board,
good luck.
