Messages are being put in Sent folder and Send/Receive shows no errors but
emails are not actually getting sent. This is a new install of Outlook on a
new computer. Have I messed up the setup?

IMAP is not a sending protocol. It is used for receiving mails (out
of your mailbox). So you are sending to an SMTP or Exchange server.

If there are no sending errors in the Progress dialog and because the
item got moved from the Outbox to the Sent Items folder (which happens
only after Outlook gets good status from the mail server that it
accepted okay your sent message) then the problem is not with Outlook.
The mail server accepted your mail and after that you have no control.
Of course, if Outlook is not really connecting to your mail server but
instead to some anti-virus, anti-spam, anti-spyware, or other
anti-malware program on your own host then the problem could be there.
Outlook only knows that to whatever it connected had accepted your
mail so it has done its job.

Try sending a test mail using the webmail interface to your e-mail
account to see if it sends from there.
