Outlook trying to connnect to POP3/SMTP with SSL

I have a previously working Outlook with accounts that fail. The errors
indicate it is trying to use SSL to connect to the mail server, which it
should not be using. Also, it always sends an email when first launched,
even though there are no emails in the outbox. I have tried repair to no
avail, also virus scan. I don't know what to try next.

Did you uncheck the box in the account properties that tells Outlook to use
SSL?

There is no such checkbox I can see. There is the "SPA" box (Secure
Password Authorization) - is that what you mean? Yes, it is unchecked.

Any other ideas?

You're not looking on the correct page. Click Tools>E-mail Accounts>Next.
Select your account. Click Change, then More Settings. Select the Advanced
tab. The SSL settings are there.
