Outlook Tries to Install Publisher?

Every time I open Outlook 2002, it acts as if it is automatically installing Publisher 2002. I doubt it. When I let it go, I think it installs some kind of new search engine into Internet Explorer which shows up on the bottom of the screen. Is this possible? If anyone is familiar with this and knows how to undo it, please let me know. In the meantime, I just stop the install every time.
 
Do a repair on Office and see if it still happens afterwards.
